Sometimes the wheels of change seem to move so slowly when identifying equestrian access to state properties. There is a specific process (pictured below). We are in this process for equestrian trail access at Willoughby State Forest currently. The appropriate experts in respective fields of responsibility have done their site walks and the public comment period has been completed. Concurrent to the Vermont State work, VHC has ordered trail markers and is beginning communications with the state to produce the trail kiosks for the area. We are currently awaiting the responsiveness summary from the state. We are hopeful that trails will be open in June 2025 to horses.
