The Willoughby State Forest is located in the Northeast Kingdom of Vermont, at the southern end of the stunning Lake Willoughby. There are a number of gravel roads (accessible to vehicles but sparsely traveled), which horses are allowed on. The Vermont Horse Council is working closely with VT Forest Parks and Recreation to gain equestrian access to trails within the forest.
A new map will be forthcoming for the 2024 riding season.

There is no designated trailer parking and the parking areas shown State Forest maps are not big enough for trailers and are often crowded with cars. You may park a horse trailer on the CCC Road (which is a gravel road) at sites where there are wide pull-offs. There are quite a few pull-offs on this road and at intersections. You can also park off Rt. 5 just west of Bean Pond and walk your horse about 1/10 mile south to enter the Forest via Blake Rd.

Avoid riding on private property without permission and obey no trespassing signs.

Hunting is allowed in Willoughby State Forest.
